r. Lamont (Monte) G. Kapec is a member of Senior Executive Service (SES) and is currently serving as the Deputy Chief of Staff, Procurement, and the Head of the Contracting Activity (HCA), Office of The Surgeon General (OTSG) and U.S. Army Medical Command (MEDCOM).  For over 27 years, Mr. Kapec has served within the Army Medical Department (AMEDD) as a Department of the Army Civilian and as a commissioned Army officer, serving in a variety of command and staff level positions within the military healthcare, logistics and acquisition communities. His assignments included Principal Assistant Responsible for Contracting (PARC), U.S. Army Medical Research and Material Command (USAMRMC); Deputy Director, U.S. Army Medical Research Acquisition Activity, USAMRMC; Director of Contracting, North Atlantic Regional Medical Command; Chief, Pacific Regional Contracting Office, U.S. Army MEDCOM; Chief of Contracts Management, U.S. Army Medical Material Agency; Operations Officer (S-3), 232 Medical Battalion; Medical Logistics Instructor, U.S. Army Medical Department Center and School (AMEDDC&S); Accountable Officer, 147th MEDLOG Battalion; Chief of Logistics, Telemedicine and Advanced Technology Research Center; Aide-de-Camp to the Commanding General for USAMRMC; Adjutant and Headquarters and Headquarters Detachment Commander for U.S. Army Medical Research Institute of Chemical Defense; and Medical Platoon Leader, 2-15 Infantry Battalion, 3rd Infantry Division.

Mr. Kapec is a graduate of the Command and General Staff College and the Combined Logistics Officer Advanced Course.  He graduated from Kutztown University of Pennsylvania with a Bachelor of Science degree in Environmental Science. He also earned a Master of Science in Education from the University of Pennsylvania, a Master of Business Administration from Mount Saint Mary’s University, a Master of Arts in Acquisitions and Procurement Management from Webster University, and a Master of Science in Health Care Administration from Central Michigan University.  He is a National Security Management Fellow from the Maxwell School of Citizenship and Public Affairs, Syracuse University, and possesses professional certificates in Project Management and Business Analysis from George Washington University and Supply Chain Management from Penn State University’s Center for Supply Chain Research. Monte has also completed Doctoral work in Organizational Leadership and Learning from the University of Pennsylvania’s Graduate School of Education and served as an Adjunct Faculty member at Mount Saint Mary’s University, where he helped develop the school’s Logistics and Supply Chain Program. He is an industry certified Project Management Professional, a Certified Business Analyst, and also holds Level III Acquisition Certifications in Contracting, Life Cycle Logistics, and Program Management.
